i´ve tested with this lines

look at the time syntax "hh:mm" not "hh:mm:ss"

I looked for my data, before i used sidiary:

So, i think, the '0' (zero) do not need to filled up ...

I don't know what the problem is . . . . . still no data.  Even after I changed the date format not to include seconds.  I also tried taking out the "0", nothing yet.

To debug, the easiest way might be to enter some sample data, and export it. Then you can model your file after the exported data.
I have been successful with files looking like that:
DAY;TIME;KETONE;BG_LEVEL;CH_BE_KHE;BOLUS;BASAL;BLOODPRESSURE;WEIGHT;REMARK
2005-06-17;17:17;;093;;;;;96.1;
2005-06-17;17:26;;;5;6.2;;;;17:26 1.5 hochgesetzt||

Entries in the "small hours" are formatted with padded zeroes:
2005-05-03;00:23;;065;0.5;;;;;
2005-05-03;02:55;;093;;;;;;
2005-05-03;08:04;;087;;;;;;


That at least has been the date format I got from a tentative export. I arranged my script reformatting my data for Sidiary so comments got a leading timestamp and a trailing newline (the double-pipe "||") since SiDiary doesn't maintain the association of the comments with the entry they were made to, but accumulates them all for one day. (And, consecutively, on export duplicates them for each and every line exported!) So data into SiDiary is a one-way trip - keep your backups around.
Formatted this way, the comments align in a way that keeps them usable.
I haven't found how to import/export Sport and other fields yet.

So of course there's a debug option. ;)

If you would send me your csv file to my personal email address, I will debug it immediately!

Please add some details about your current windows datetime settings.
